Clubs like Crystal Palace, West Ham and Newcastle are tracking Phillips, as well as Barcelona and Atletico Madrid. The midfielder has struggled since arriving at City from Leeds, 18 months ago.

Phillips has yet not started a Premier League game this season, and needs to play regularly to ensure he makes England’s squad for Euro 2024. However, clubs are reluctant to pay  £7 million for him, who will be with them for less than half a season.

They are hoping for the fee to fall, as the transfer deadline approaches, and since Phillips is clearly not part of City’s boss Pep Guardiola plans. The midfielder also needs a guarantee of regular soccer for the rest of the season.
